Climate and building considerations

Cook County, home to Chicago, is in IECC 2021 climate zone 5A (Cold).[4] Sourced Cold winters set the rules for outdoor work here. Deck, porch and addition footings have to reach below the local frost depth, which your building department sets. Ice dams are a roofing concern in this climate: the model residential code calls for an ice-barrier membrane along the eaves where ice damming has a history, so check that roof bids include it. Roofing, siding and deck work is easiest to schedule from spring through fall, and good contractors book up in that window. Colder zones also carry higher insulation requirements in the energy code, which matters for additions and any remodel that opens exterior walls.

In the city of Chicago, residential building permits go through the Department of Buildings. The metro spans IL, IN, and suburbs and unincorporated areas have their own building departments, so check with the city or county where the house sits. Expect a permit for anything that moves plumbing, adds circuits, changes structure or adds space; paint, flooring and same-spot fixture swaps usually don't need one.
